How can robot.txt file in sitemap be a hindering factor of reindexing recaptcha?
If in your website's sitemap, the "Search Folder", appears in this format-:
User-Agents: /*
Disallow: /search
Allow: /
User-Agents: /*
Disallow: /search
Allow: /
This means that the search folder in your sitemap is disallowed or blocked for spider crawler indexing ( this means that your sitemap is blocking googles-bot crawler to crawl round your pages and index it on Google search engine).
Don't panic, with a clear searchable "Robots.txt file", your search folder can be fixed and indexing will be made.

How can I go about asking google to reindex my site's pages?
When Google is indexing any Web pages, it indexes everything about that page; both comments made on that page by different users/or visitors.
Now when you leave a comment on this prominent-top ranked sites, and attach your site's URL to it, Google indexes both the top-ranked site's page along side with your own Url.
And your site's URL page appears on Google search engine as a topic on its own under the hosting site (the top-ranked site you commented on), isn't that wonderful?

If the above are checked and fixed properly, you can request for indexing by simply clicking on fetch as Google, and follow the proceeding steps.
Good luck as you apply this carefully to your blog.
