Step 2-: Click on "Appearance" in your "wordpress dashboard".

Step 3-: Create a new menu
In the Appearance menus, you will see a create menu link; click on it, give a name of your choice, then go to menu settings below menu structure.
Note-: "If you are using a mobile phone for this settings, you will see create a menu structure below your new menu list, same applies to the menu settings.

Then click on menu settings, you can auto add pages (when you click on auto add pages, any post you publish will automatically navigate new published posts to this navigation menu). But for the cause of this tutorial, you click on "theme locations", then click on primary menu or top menu as the case maybe.
Step 4-: Add up pages, categories or links.
Before navigation will be made effective on your posts, you need to have specific pages, categories or links.
If you don't have any of these three key things (pages, links or categories), click on this link-: how to categories posts on wordpress sites, and if you do have it, click on boxes and then click on add then go to save.
