How to create blog navigation on blogger?
Getting Google adsense approval, takes alot of procedures, as well as policies; of which posts navigation is one of the key policies.
You need not to worry, for I will give you some of the steps to take in other to have a well grouped navigation posts and pages.

Before applying for google adsense, you need to have a well arranged contents of more than 500 wordings, and your blog template must be simple and conducive, for your readers.
If these are well arranged and done on your blog, now is the time to navigate your posts.
Steps to take on how to navigate/or create a navigation page or pages to your blogger posts.
Step 1
You logon to your blogger dashboard
I presumed that before seeking to navigate your blog posts on blogger, you must have an account with blogger and also have an existing blog.
If you don't have, click on create a new blog, but if you do have an existing blog with blogger.com, then login to your dashboard and move with me to "step 2"
Step 2
Click on layout
Layout in your blogger dashboard is seen in between page and theme.
In the layout, you click on layout, you will see page if gadget for page is not added, do well to add it up. And if it is added, leave it
Note-: The gadget to add up in layout page is archive.
When that is done properly, then move with me to "step 3"
Step 3
Go back to your dashboard and click on post
Select a post that you want to navigate, first of all you give it a label (labelling of posts/or contents helps in creating navigation as well) and click on publish.
If you are confuse on how to label your post, the label button is at the right top corner of your blogger dashboard post editor.

Step 4
Copy and paste the url published post link in the layout pages.
After publishing your labelled post, copy and paste your url in your layout-page in your blogger dashboard.
Navigation is complete.
